They should state their qualifications (e.g. publication or dissertation on the topic) and explain any previous relationship with the author. Volunteers are expected to have received their PhDs. Graduate students writing theses will be considered on the condition that they provide the name of a supervisor who has agreed in advance to read and vet the review, and that the review is approved by the supervisor before submission.
